CLASSIFICATION LABELING PACKAGING
There are many substances and mixtures used in production. In order to facilitate the trade of these substances and mixtures in the domestic and global market and to protect human health and the environment, the United Nations (UN) developed general principles for the classification and labeling of substances and mixtures, as well as their application, and as a result, the Global Harmonized System for Classification and Labeling of Chemicals ( UN GHS) was established.
In Turkey, the “Regulation on Classification, Labeling and Packaging of Substances and Mixtures” (SEA Regulation) was published in the (Repeated) Official Gazette dated 11.12.2013 and numbered 28848, conducted by the Ministry of Environment and Urbanization. The purpose of the regulation is to classify, label and package the substances, mixtures and some special articles offered on the market in order to provide a high level of protection against the negative effects they may cause on human health and the environment and to ensure their free circulation. In addition, the ministry provides scientific and technical advice to all relevant institutions and organizations on questions about chemicals through the Chemicals Help Desk.
This new regulation gradually replaced the provisions of the Regulation on Classification, Labeling and Packaging of Dangerous Substances and Preparations (SAE) published in the Official Gazette dated 26/12/2008 and numbered 27092 (repeated), and the SAE regulation was finally fully implemented on June 1, 2016. has been repealed.
According to SEA rules, even if the substance or mixture is classified as hazardous or a mixture is not classified as hazardous, Annex 2.2 of the SEA Regulation. Additional label elements will be applied as determined in the relevant section. This labeling ensures that the user of a substance or mixture is informed of the presence of a hazard and of the explosion and the resulting risks. The SEA label of a substance or mixture carries label elements derived from the UN GHS, such as new pictograms (hazard signs), warning words, hazard and precautionary statements, to reflect established classifications.
